Provincial Nominee Program

The federal government has immigration agreements with all Canadian provinces and territories, allowing the provinces to nominate applicants who want to settle in their respective provinces and territories. You must apply in the province or territory where you intend to settle under the Provincial Nominee Program (PNP), and the province or territory must nominate you. To meet their economic needs, each province and territory in Canada has its own Provincial Nominee Program (PNP) that is aligned with the express entry and non-express entry streams. Each province has its own set of rules and criteria for selecting qualified candidates from a pool of applicants.

This means that an applicant interested in receiving nomination under program aligned with the Express Entry system, needs to have an eligible Express Entry profile in order to meet the eligibility requirements of that PNP. Once the province has nominated the applicant, an application for permanent residence must be filed with IRCC within a certain time frame.

When an applicant is nominated through an Express Entry-aligned PNP, they are awarded 600 additional Comprehensive Ranking System (CRS) points, ensuring an invitation to apply (ITA) for permanent residence in the next Express Entry draw. Such applications are submitted electronically through the Express Entry system and hence have a shorter processing time.

After receiving a nomination through a PNP that is not aligned with the Express Entry system, an applicant must submit a paper-based federal application for permanent residence in Canada. Paper-based federal applications for permanent residence can take up significantly longer to process than electronic Express Entry applications.

As part of the process, you will have to pass a medical exam and get a police check (certificate). Everyone must have these checks, no matter where they plan to live in Canada.

No, you can only express interest in one province. However, you have the option of entering into the Express Entry pool which would allow any of the participating provinces to express interest in you and to provide you with a provincial nomination

All provinces, except Quebec and Nunavut, are part of the Provincial Nominee Program. Quebec and Nunavut have their own versions of the program with its own separate processes and requirements

 

The exact criteria depend on the province, but there is a general list of prerequisites for this program. The general criteria include but are not limited to: being the right age, having the right level of education, being experienced and skilled in a profession that is in demand in one of the provinces and having the necessary level of proficiency in either English or French.

 

You will have a period of 60 days to request permanent residence after you receive a Letter of Advice to Apply (LAA) from the province.
